About Board of Finance

 The Board of Finance was created by action taken at a town meeting on September 24, 1956, under the appropriate statutes, and charged with the responsibility of formulating a budget to be presented at the annual town meeting. 

 Duties:  

  • Preparing the Town Budget 
  • Setting the property tax rate 
  • Approving deficiency and special appropriations and transfers between appropriations. 
  • Determining how town financial records are to be kept. 
  • Arranging for the annual audit of town accounts. Publishing the annual town report.

Public comment will be limited to 3 minutes. We welcome your comments which are very important to us. Please state your name and address your remarks to the Chair. Please note that we will not be entering into dialogue at this time. The purpose of this agenda item is for YOU, the public, to inform US, the Board, about your views. If members of the public have factual questions, the Finance Director will be glad to address them.

As members of the public are entitled to attend meetings of the Board of Finance as observers, we welcome each person to use Public Comment to make their statements during the appropriate time slots on the agenda. Other distractions, conversations or engagement should not take place that may draw attention away from the meeting. Please be sure that your exhibited behavior is consistent with these guidelines for the maintenance of a safe environment for all.

What is the Mil Rate?

In Connecticut, property tax rates are expressed in mills, or thousandths of a dollar.
A mill is equal to $1.00 of tax for each $1,000 of assessment. To calculate the property tax, multiply the assessment of the property by the mill rate and divide by 1,000.
A property tax rate of 25.88 mills (2021 mill rate), or . 02588, results in the payment of $25.88 for each $1,000 of the property's assessed value.

When does the Board of Finance Meet?

The Board of Finance generally meets once every month. The board meets more often during March to prepare the budget.

When does the budget get approved?

The budget is presented in April during the Annual Budget Hearing and approved in April during the Annual Budget Meeting. These meetings are open to the public.

Where is the itemized school budget?

The school budget is prepared by the Board of Education, separately from the Durham Board of Finance. The Regional School District 13 Budget can be found on the RSD13 website HERE
